“10个坚持”助力县级结核病防治机构健康发展

摘　　要：县级结核病防治(简称结防)机构在国家结防服务体系中承担着承上启下的桥梁和纽带作用,既是国家、省、市、县结防大网的网底和落实国家结防规划的最基层单位,又是县、乡、村结防小网的龙头和县级结防服务体系的组织者及领导者。通过县级结防机构的工作经验,总结出助力县级结防机构健康发展的“10个坚持”:(1)坚持“六位一体”体系化;(2)坚持结防门诊标准化;(3)坚持医防合作科学化;(4)坚持惠民政策人性化;(5)坚持基本公卫规范化;(6)坚持学校防控制度化;(7)坚持日常办公电子化;(8)坚持档案管理经常化;(9)坚持经费管理政策化;(10)坚持抗疫防痨协同化。County-level tuberculosis(TB) control institutions serve as a bridge and link between the preceding and the following in the national TB control service system.They are not only the bottom of national,provincial,municipal and county TB control networks,but also the most basic unit to implement the national TB control plan,the leader of county,township and village TB control networks,and the organizer and leader of county TB control service system.Based on the work experience of county-level TB prevention institutions,the "10 Persistence" to help the healthy development of county-level TB prevention institutions are summarized:firstly,insist on systematization of "six in one";secondly,insist on standardization of TB prevention and control clinics;thirdly,insist on scientific cooperation between medical institutions and preventive institutions;fourthly,insist on humanization of policy of benefiting people;fifthly,insist on standardization of basic public health;sixthly,insist on institutional-ization of school prevention and control;seventhly,insist on daily office electronization;eighthly,insist on regular file management;ninthly,adhere to the policy of fund management;tenthly,adhere to the synergy of anti-epidemic and tuberculosis prevention.
