国家政权也是一种强大的“经济力量”——恩格斯的社会发展合力论在中国的运用和创新  

State Power Is Also a Type of Powerful Economic Force:The Chinese Application and Innovation of Engels’Aggregate Force Theory of Social Development

摘　　要：为更好地运用无产阶级政党领导的人民民主政权来发展社会主义经济,坚持正确的政治方向,并澄清当前理论界存在的某些对社会主义初级阶段性质的片面认识,应当深入领会恩格斯关于国家政权“也是一种经济力量”的社会发展合力论,领会列宁领导的苏维埃俄国以及中国共产党百年来对社会发展合力论的运用和发展。社会发展合力论在中国的运用和发展是逐步深化的:毛泽东揭示了在一定生产力发展前提下政权能够创立和发展新生产关系和生产力的规律;邓小平提出“四个坚持”是中国特色社会主义的“成套设备”;在新时代习近平进一步升华了执政党对社会主义经济的决定作用,将中国共产党的领导升华为中国特色社会主义最本质的特征和最大优势。这一系统理论丰富了马克思主义的基本理论,并日益转化为强大的物质力量。政党性质决定国家政权的性质,政权性质决定社会性质,中国社会主义初级阶段的社会性质不仅取决于公有制为主体的所有制结构,而且取决于马克思主义政党执掌的人民民主政权。国家政权的经济职能和“经济力量”体现在维护功能、促进作用、创造新生、组织调配、占有作用、公共服务、分配财富、对外功能、惩治腐败等十个方面。社会发展合力论也是创新中国特色社会主义政治经济学时要坚持的一个基本观点。In order to better apply the people’s democratic state power under the leadership of proletarian political party to developing socialist economy,insist on the correct political direction,and clarify some of the one-sided understandings of the nature of primary stage of socialism existing among the current theoreticians,we should deepen our understanding of Engels’aggregate force theory of social development about state power“being also a type of economic force”,and deepen our understanding of the application and development of the aggregate force theory of social development to Lenin-led Soviet Russia and the one hundred year’s history of the CPC.The application and development of the aggregate force theory of social development in China has been deepened step by step:Mao Zedong revealed the law of state power being able to create and develop new relations and forces of production under certain preconditions of the development of forces of production;Deng Xiaoping proposed the“Four Upholds”being the entire set of equipment of socialism with Chinese Characteristics;Xi Jinping has further elevated the decisive role of the political party in power in developing the socialist economy,and elevated CPC leadership to the most essential feature and biggest advantage of socialism with Chinese Characteristics.This systematic theory has enriched the fundamental theories of Marxism,and is being increasingly transformed into powerful material forces.The nature of the political party determines the nature of state power,which then determines the nature of society.The social nature of the primary stage of Chinese socialism is not only determined by the ownership structure dominated by public ownership,but also is determined by people’s democratic state power under the leadership of the Marxist party.The economic function and“economic force”of state power are manifested in ten aspects:the safeguards function,promotion role,creation and innovation,organizational allocation,appropriation role,public service,wea
