摘　　要：林长制是我国林业发展的重大制度创新,其推行实施旨在促进各级职责的有效落地、长效机制的不断优化以及生态治理系统的逐步健全。文中在探讨我国当前林长制制度体系运行现状、归纳总结现行4级林长制的责任包干制管理模式的基础上,提出依托现有行政管理体系,由各级党政主要负责人担任“林长”,负责组织领导相应辖区(行政区、自然区域或责任范围)林地、湿地和绿地及其相关资源的修复、经营、管理、利用和保护工作,统筹山水林田湖草治理和综合利用的体制与机制。基于实践基础上的林长制优化,对实现“绿水青山就是金山银山”和“2060年前实现碳中和”目标具有极强的理论与实践价值。Forest chief scheme is a significant system innovation in the process of forestry development, and its implementation aims at the effective fulfillment of responsibility at different levels of government, the continuous optimization of long-term mechanism, and the gradual improvement of ecological governance system. After analyzing the state of forestry chief scheme operation and summarizing current responsibilitybased management model which implements the 4-level forestry chief scheme, this paper proposes that the main responsible at all levels should act as forestry chief relying on the current administration management system, who would lead and organize the restoration, management, utilization and protection of nature resources including forest, wetland and green spaces in his/her jurisdiction(e.g., administrative areas, natural areas or areas of responsibility), and coordinates the mechanism for the integrated improvement and utilization of mountains, rivers, forests, fields, lakes and grassland. The optimization of forestry chief scheme which has been developed on the practice basis has strong theoretic and practical value for realizing “lucid water and lush green mountains are invaluable assets” and “carbon neutralization by 2060”.
