摘　　要：文中基于波特的“钻石模型”,分析我国新修订的《森林法》与此前历次修订相比的主要变化及其对中国木材加工业国际竞争力的影响。研究表明,新《森林法》为中国木材加工业的发展提供了机遇和便利条件,是推动其国际竞争优势进一步提升的重要因素,主要表现为改善生产要素、改变需求条件、增强相关与支持性产业、通过改善市场竞争环境促使企业把握机会和影响政府行为等。据此提出了加强新《森林法》宣传、提升国内需求水平、优化产业布局和结构、提高自主创新能力、加强国际合作等政策建议。Based on Porter’s“Diamond Model”,this paper discusses the changes in the Forest Law and its impact on the international competitiveness of China’s wood processing industry.The study shows that the new Forest Law provides opportunities and creates enabling environment for the development of wood processing industry in China,and it is an important factor to the further improvement of the international competitive advantage of the industry,especially in production factors improvement,demand conditions change,related supporting industries enhancement,and market competition environment amelioration for facilitating enterprises to seize opportunities and influencing the government behavior.Based on this,this paper puts forward policy suggestions,including strengthening the dissemination of the new law,increasing domestic demand,optimizing the industrial layout and structure,improving the ability of independent innovation and strengthening international cooperation.
