摘 要:为推行生产者责任延伸制度,防治铅污染,国家有关部门正组织开展废铅蓄电池集中收集和转运试点。本文基于山东省开展的废铅蓄电池集中收集和转运试点工作,结合生产者责任延伸制度所处背景和山东省废铅蓄电池回收体系建设进展,指出了地方层面在落实生产者责任延伸制度、建设规范的废铅蓄电池回收体系中亟待解决的试点目标、重点管理服务对象、打击对象与重点不准确和缺少激励和约束机制等问题,以期为环境管理部门在制定政策提供参考。In order to implement the extended producer responsibility system and prevent lead pollution,relevant state departments are organizing pilot projects for centralized collection and transportation of used lead-acid batteries.Based on the pilot of centralized collection and transportation of used lead-acid batteries and the background of the extended producer responsibility system and the construction progress of used lead-acid battery recycling system in Shandong Province.This paper points out some problems that need to be solved urgently in the implementation of the extended producer responsibility system and the construction of a standardized waste lead battery recycling system at the local level,such as the pilot objectives,the key management service objects,the inaccurate targets and key points,and the lack of incentive and restraint mechanism.Finally,it provides some suggestions for policy formulation.
