摘　　要：林业碳汇项目交易是中国通过碳排放权交易实现林业碳中和的主要途径,对净零排放目标的实现具有重要的战略价值。文中在分析中国碳市场发展所面临压力的基础上,提出中国林业碳市场自愿减排机制的发展可能;围绕碳排放权交易的市场化属性、方法学选择、发展趋势3个方面进行技术阐述;针对当前林业碳汇项目交易存在的5个主要问题,提出未来加强中国林业碳汇项目行业管理的4项措施,以期为后期开展林业碳汇项目的配额抵减提供政策支撑。Forestry carbon sequestration project trading is the main path to achieve forest-based carbon neutrality through carbon emissions trading in China,which has important strategic value for the realization of net zero emission targets.The paper analyzes the pressure on Chinas carbon market,and puts forward the possibility of the development of voluntary emission reduction mechanism in China’s forest carbon market.This paper expounds the technologies around market attributes,methodology selection and development trend of carbon emissions trading.In view of the 5 main problems existing in the current trading of forestry carbon sequestration projects,4 measures are proposed to strengthen the industry management of China’s forestry carbon sequestration projects in the future,in order to provide policy support for the later development of the quota deduction of forestry carbon sequestration projects.
