摘　　要：结合福利治理与职业系统的理论视角,通过分析儿童主任在“国家—社区—家庭”多元治理系统中的服务实践,揭示其在“公—私”领域双重管辖权规定和期待下的身份边界变化。研究发现,尽管多数情况下儿童主任公领域和私领域的双重代言人角色未有明显矛盾,但背后隐含着家庭和行政系统在其管辖权上的回避。当国家和家庭监护责任分担出现分歧时,双重管辖权可能发生冲突,导致儿童主任职业身份“去边界化”;而当儿童主任基于现实情境采用链接式履职和情感性实践时,双重管辖权逐渐达成共识,推动身份边界的再生产。应当以“儿童利益最大化”为核心,规定儿童主任的职责,推动其积极建构职业管辖权,进而完善“国家—家庭”责任分担机制。The Improvement of children director system is of great significance to the service delivery of community child protection and the construction of welfare governance system in China;however,currently this“quasi-profession”is still facing some professional identity dilemmas under dual roles.Combining the theoretical perspectives of welfare governance and system of professions,this article adopts the method of qualitative research to analyze the children directors’service practices across multiple governance systems of“state-community-family”,hence we could reveal the change in identity boundary under dual jurisdictional claims in formal field and informal field.According to the findings,in most contexts,the role of children director as the“state-community”advocate is not obviously contradictory;meanwhile,this could formally contribute to the production of identity boundary.However,actually there are implicit“loosening”and“giving in”to the jurisdictional claims from public fields and actual workplaces.When there are divergences in the sharing of the responsibility of guardianship between state and family,the dual jurisdiction claims would come into conflicts,and hence lead to the mutual squeezing of multiple systems and the debordering of children directors’professional identity.When the children directors adopt connected duty performance and emotional practice based on realistic context,the dual jurisdictional claims would gradually reach consensus and promote the reproduction of a boundary identity in real meaning.This article suggests that we should stimulate the children directors’work initiative and creativity,promote the shaping of children directors’“jurisdiction”with“the maximization of children interests”as the core;hence,we could improve the responsibility-sharing mechanism of“statecommunity-family”.
