摘  要:都市圈的高质量发展离不开高水平的市域(郊)铁路基础设施和服务水平的有力支撑。目前我国都市圈市域(郊)铁路发展建设取得了一定的成绩,但总体网络布局和运营服务水平还无法满足我国都市圈高质量发展的需求,存在与城市发展协同融合度不够所导致的客流规模不足、缺乏有效合理的多主体合作体制机制等问题。通过分析我国都市圈市域(郊)铁路发展的现状及主要矛盾,在借鉴日本、美国以及欧洲等国市域(郊)铁路发展体制机制经验的基础上,从法律法规、顶层体制设计、利用既有铁路发展市域(郊)铁路等方面,提出建立符合我国都市圈铁路技术经济特点的以中央、地方和铁路部门有效协同合作为特征的都市圈市域(郊)铁路发展体制机制,为发展以满足通勤运输为主的我国都市圈市域(郊)铁路提供参考。The high-quality development of metropolitan areas is inseparable from the strong support of a high-level urban/suburban railway infrastructure and service.At present,achievements have been made in constructing urban/suburban railways in China’s metropolitan areas,but the overall network layout and operational service level fail to meet the demand for developing high-quality metropolitan areas in China.In addition,there are problems such as limited passenger flow caused by insufficient collaboration and integration with urban development and a lack of effective and reasonable multientity cooperative systems or mechanisms.By analyzing the current situation and main contradictions of urban/suburban railway development in China’s metropolitan areas,this paper learned from the experience of Japan,the United States,and European countries in urban/suburban railway development systems or mechanisms.In addition,the paper focused on laws and regulations,top-level system design,and urban/suburban railway development based on existing railway resources and proposed that it was necessary to establish metropolitan urban/suburban railway development systems or mechanisms that are in line with the technical and economic characteristics of China’s metropolitan railways and are characterized by the effective collaboration between the central government,local government,and railway departments.Furthermore,the paper may provide a reference for developing metropolitan urban/suburban railways that satisfy commuter transportation.
