摘　　要：十八点统计是铁路日常运输生产组织和经营管理决策重要的支撑环节,通过梳理十八点统计机构职责、业务范围、统计数据、信息系统等现状,从统计指标体系单一、数据采集方式落后、系统间融合度不高等方面剖析存在的问题,提出全面扩充十八点统计指标范围,构建“两级部署、四级应用”信息化体系,搭建运输综合统计信息平台,设立统计指标查询分析、生产指标实时统计、主要数据预警提示、考核评价、数据服务共享等模块,实现信息采集自动化、维护规范化、用户分工明确化、信息发布规范化等功能,进一步提升统计数据质量,实现“统计自动化、速报精密化、日报实时化、服务规范化”的目标,切实为各级铁路运输部门组织、指挥、决策提供信息支撑与保障。Daily 18:00 statistics is an important link supporting railway transportation and production organizations,as well as operation and management decisions.By sorting out the responsibilities,business scope,statistical data,and information system of the statistics institutions,this paper analyzed the existing problems from the aspects of the single statistical index system,backward data collection methods,and low integration between systems and proposed suggestions on comprehensively expanding the scope of statistical indexes,building an information system characterized by two-level deployment and four-level application,and constructing a comprehensive statistical information platform for transportation.In addition,the paper pointed out that modules should be set up in terms of inquiry and analysis of statistical indexes,real-time statistics of production indexes,early warning and prompt of main data,examination and evaluation,and data service sharing,so as to realize automatic information collection,standardized maintenance,clear division of labor among users,and normalized information release,improve the quality of statistical data,achieve the goal of automatic statistics,accurate quick reporting,real-time daily reports,and standardized services,and effectively provide information support and guarantee for the organization,command,and decision-making of railway transportation departments at all levels.
