正确义利观视角下的中拉绿色合作:进展、挑战及前景

摘　　要：正确义利观视角下的中拉绿色合作包含国家间合作谋求经济利益的意涵,更重要的是在追求经济利益的过程中充分考虑到环保理念、人文价值等方面的因素。正确义利观有助于开展高质量绿色合作,体现了可持续发展,促进多行为体参与到普惠包容的绿色合作中,并且对于构建国际政治经济新秩序具有促进作用。中拉绿色合作的进展包括,中拉绿色能源合作为拉美提供发展支撑,中拉绿色农业合作以高科技为底色,以义为先的企业社会责任促进“惠民生”和“心联通”。与此同时中拉在绿色金融、绿色贸易等领域的合作有待拓展。在中美博弈的战略背景下,中拉在绿色合作层面会面临一些挑战,如美国的介入、拉美国内政治、社会因素等方面的影响。在正确义利观的指导下,未来需要构建更加精细化的中拉绿色合作机制,从“惠民生”和“心联通”角度深化绿色合作,更加积极灵活应对美方介入拉美的行为。目前,克服新冠疫情对世界经济带来的冲击、努力恢复经济发展是各国面临的首要任务。中方提出的全球发展倡议与正确义利观的核心思想吻合,对于中拉绿色合作具有指导作用。China-Latin America green cooperation from the perspective of the correct concept of justice and interests includes the cooperation between countries to pursue economic interests. More importantly,in the process of pursuing economic interests,the factors such as environmental protection and humanistic value should be fully considered.The correct concept of justice and interests can promote high-quality green cooperation,reflect sustainable development, help multiple actors participate in inclusive green cooperation,and boost the new international political and economic order. The progress of China-Latin America green cooperation include green energy cooperation providing support for this region,green agricultural cooperation highlighted with high technology,corporate social responsibility borne to benefit local inhabitants’ livelihood and enhance people-to-people bond. However,China-Latin America cooperation in the fields of green finance and green trade needs further expansion. Against the background of U. S.-China rivalry,China and Latin America face some challenges in green cooperation,such as the influence of the U. S. interventions, domestic political uncertainties and social instability of regional countries,and so on. Under the guidance of the correct concept of justice and interests,a more refined China-Latin America green cooperation mechanism should be established in future,so as to deepen green cooperation while benefiting local people and enhancing people-to-people bond, and respond flexibly to the U. S. interventions. At present,overcoming the adverse impact of Covid-19 on world economy and trying to restore economic development are the primary tasks faced by all countries. The Global Development Initiative proposed by China is consistent with the core value of the correct concept of justice and interests,and plays a guiding role in China-Latin America green cooperation.
