摘　　要：社会心理服务组织因其专业优势成为社会心理服务体系建设的“主力军”,担负着提供专业服务、干预危机事件、稳定社会心态等功能。结合社会心理服务体系建设试点实践,研究发现:参与基层治理的社会心理服务组织,由于自上而下的行政推动与自下而上的社会需求未能对接,心理工作的专业性与社会工作的利他性未能融合,服务的公共性与组织的逐利性之间存在张力,导致其角色偏离治理需求。明确社会心理服务组织作为治理的协作者、服务项目的运营者、专业力量的孵化者与链接者的角色定位,并通过建立与基层治理的联结机制、采取“本地化管理+项目运营”方式、培养和提升负责人的社会工作能力等路径助推社会心理服务组织融入基层治理。Psychosocial service organizations have become the main force in the building of psychosocial service system due to their professional advantages,and are responsible for providing professional services,intervening in crisis events,and stabilizing social mentality.Combined with the pilot practice of psychosocial service system construction,the study finds that psychosocial service organizations involved in grassroots governance are faced with role deviation from the needs of governance due to three factors:failure to dovetail between the top-down administrative promotion and bottom-up social needs,lack of integration in the professionalism of psychological work with the altruism of social work,and tension between the public nature of services and the profit-seeking nature of organizations.To promote the integration of psychosocial service organizations into grassroots governance,we should clearly define the role of psychosocial service organizations as collaborators of governance,operators of service projects,and incubators and linkers of professional power,and establish a linkage mechanism with grassroots governance,adopt a "localized management + project operation" approach,and cultivate and improve the capabilities of those in charge of social work.
