摘　　要：为评估疫情期间收费公路免通行费政策实施效果,在收集政策实施前后以及2019年同期的交通量和免收费额等数据基础上,通过定量对比,结合定性分析,从促进复工复产、降低运输成本、促进收费系统完善、均衡节假日流量、制定差异化收费方案等方面全面评价了免费政策的实施效果,直观反映了免费政策实施对促进社会经济发展的显著效果。研究表明,免费政策的实施有效促进了复工复产,显著降低了物流成本和出行成本,为优化联网收费系统争取了宝贵时间,有效均衡了节假日期间的客流量,有助于制定合理的差异化收费方案。In order to evaluate the implementation effect of toll free policy on toll roads objectively during the epidemic period,based on the collection of traffic volume and toll free amount before and after the implementation of the policy and the same period of 2019,quantitative comparison and qualitative analysis were conducted.The implementation effect of the free policy is evaluated comprehensively from the aspects of promoting the resumption of work and production,reducing transportation costs,optimizing the expressway network charging system,balancing the passenger flow of holidays and festivals,and formulating the differentiated highway tolls plan,which directly reflects the remarkable effect of the implementation of the free policy on promoting social and economic development The results show that the implementation of the free policy has effectively promoted the resumption of work and production,reduced the logistics cost and travel cost,won valuable time for optimizing the expressway network charging system,effectively balanced the passenger flow during holidays,and helped to formulate a reasonable differentiated highway tolls plan.
