摘  要:华北地区风电集中式送出系统的过电压现行规则中,短时限内工频过电压限值要求有待进一步明确和细化,为此提出了基于避雷器暂时过电压(TOV)耐受特性的系统工频过电压运行规则扩展。在梳理总结现行标准对系统过电压运行要求的基础上,划分了工频过电压安全运行、禁止运行和待定3种情况。通过统计分析华北地区风电集中式送出系统各电压等级避雷器TOV耐受特性数据,扩展了电力系统短时限内工频过电压的安全运行限值。提出将0.1 s短时限内工频过电压上限由现行规定限值扩展至避雷器0.1 s工频耐受电压值,并形成了华北地区风电集中式送出系统35~1000 kV各电压等级系统分别在0.1 s内、0.1~0.5 s和0.5 s以上时的工频过电压安全运行建议。In the centralized wind power transmission system in north China,the operating requirements of short-time power-frequency overvoltage have not been explicitly stipulated in existing operating rules,and thus the upper limit of power-frequency overvoltage is extended based on the temporary overvoltage(TOV)withstand characteristics of arresters.The safe operation zone,prohibit operation zone and undetermined zone are defined through the generalization and analysis of existing operating rules of power-frequency overvoltage.According to the TOV withstand characteristic statistics of arresters in centralized wind power transmission systems in north China,the operating requirements of short-time power-frequency overvoltage are extended.The upper limit of power-frequency overvoltage in 0.1 s is suggested to be modified from the value in existing rules to the TOV withstand value of arresters.The safe operational suggestion on power-frequency overvoltage in different time ranges(within 0.1 s,0.1 to 0.5 s,and over 0.5 s)in north China power grids from 35 to 1000 kV is proposed.
