四川省智慧水利标准体系框架研究

摘　　要：智慧水利建设是推动新阶段水利高质量发展的实施路径之一,对水治理体系及治理能力现代化具有深远的影响。智慧水利标准规范体系作为智慧水利建设的重要内容,是实现资源整合共享、信息互联互通、业务应用协同的重要手段。四川省智慧水利标准体系框架应根据最新水利技术标准体系分类方法,考虑四川省水利信息化的实际情况,形成分类编码、数据存储、传输交换、图示表达、产品服务、建设管理、网络安全7大类标准体系框架,在各类标准下以“总则+分则”的模式开展细化研究,并提出四川省智慧水利标准体系构建的推进建议,形成与标准规范体系相适应的保障机制。Smart water conservancy construction is one of the implementation paths to promote the high-quality development of water conservancy in the new stage,which has a far-reaching impact on the modernization of water governance system and governance capacity.As an important part of smart water conservancy construction,smart water conservancy standards system is an important means to realize resource integration and sharing,information interconnection and business application collaboration.According to the classification method of the latest water conservancy standards system and the actual situation of water conservancy in Sichuan province,this paper proposes that the framework of Sichuan smart water conservancy standards system should form a standards system framework of 7 categories including classification code,data storage,transmission and exchange,product service,construction management and network security,and carry out detailed research in the mode of"general principles+specific rules".It also puts forward suggestions on promoting the construction of smart water conservancy standards system in Sichuan province and forming the safeguard mechanism suitable for the standards system.
