对新冠疫情下优化院外急救调度指挥作用的探讨

摘　　要：目标北京急救中心120调度指挥中心负责接听、受理北京全市120急救电话,是院外急救的重要环节。院外急救作为公共卫生的重要组成部分,成为新冠肺炎疫情防控的主力军,120急救电话在疫情期间则发挥了重要的前哨作用。在“有疫情”和“无疫情”的状态下,呼叫120电话的数量发生明显改变。如何更好地应对疫情给调度指挥带来的难度,并做好日常院外急救调度工作的同时,积极应对新冠疫情相关病例的调度指挥工作至关重要。方法调度指挥中心不仅制定了新冠疫情防控应对方案,同时也设置了相关工作流程。结果2020年1月1日—2021年12月31日,北京120调度指挥中心累计受理急救电话共340.7万次,调派急救车共129.3万次,较前两年(2018年1月1日—2019年12月31日)明显增加。结论分析了新型冠状病毒肺炎疫情对院外调度工作的影响,进一步提出对新冠疫情下院外急救调度指挥工作的思考及具体实施措施,探索如何在持续做好日常院外急救调度工作的同时,积极应对新冠疫情相关病例的调度指挥工作。Objective 120 Dispatch Center of Beijing Emergency Medical Center is responsible for receiving and accepting 120 emergency calls in Beijing,which is an important link of pre-hospital emergency treatment.As an important part of public health,pre-hospital emergency care has become the main force for COVID-19 prevention and control,and the 120 emergency number has played an important sentinel role during the epidemic.The number of calls to 120 changed significantly in the"epidemic"and"no-epidemic"states.How to better deal with the difficulties brought by the epidemic to the dispatch and command,and to do a good job of daily pre-hospital emergency dispatch,while actively responding to the dispatch and command of COVID-19 cases is crucial.Methods 120 Dispatch Center not only formulated the COVID-19 prevention and control response plan,but also set up relevant work procedures.Results From January 1,2020 to December 31,2021,120 Dispatch Center received a total of 3.407 million emergency calls and dispatched emergency vehicles a total of 1.293 million times,significantly increasing compared with the previous two years(January 1,2018 to December 31,2019).Conclusion The influence of COVID-19 on pre-hospital dispatch was analyzed,and some thoughts and specific implementation measures on pre-hospital dispatch and command of COVID-19 were further proposed to explore how to actively respond to the dispatch and command of COVID-19 related cases while continuing to do well in daily pre-hospital dispatch and command.
