摘  要:从系统论角度探讨技术创新与绿色发展的耦合协调关系,研究技术创新对绿色发展的驱动作用,以及绿色发展对技术创新的导向作用是实现黄河流域生态保护和高质量发展这一重大国家战略的基础。基于2004—2019年的中国城市面板数据,利用耦合协调模型、Dagum基尼系数等方法,探讨黄河流域技术创新与绿色发展的耦合协调水平。研究发现:黄河流域技术创新与绿色发展的耦合协调水平仅为0.336 3,处于较低水平。样本期内,耦合协调水平增长较为缓慢并呈现较大波动性的特征,主要由低水平的绿色发展所致。黄河流域技术创新与绿色发展耦合协调水平的提升主要依靠技术创新的单极作用,而绿色发展对二者耦合协调水平的提升存在抑制作用。黄河流域技术创新与绿色发展耦合协调的空间外溢效应较弱,并且在数值上波动剧烈,空间外溢性低严重影响着黄河流域技术创新与绿色发展的耦合协调水平。进一步地,黄河流域的两大城市郑州和济南,均没有发挥其作为龙头城市的带动作用,黄河流域还未形成技术创新与绿色发展相互促进的内生发展机制,这不利于黄河流域技术创新与绿色发展的协调提升。据此认为:未来黄河流域生态保护与高质量发展的协同治理之路应牢筑绿色可持续发展底线,以创新和绿色相结合的双向协调发展理念,推动流域内城市间技术创新与绿色发展协同互补格局的形成。Exploring the coupling and coordinating relationship between technological innovation and green development(TI&GDC)from the perspective of system theory, this study attempts to investigate the driving effect of technological innovation on green develop-ment and the guiding effect of green development on technological innovation, which serve as the foundation for implementing the majornational strategy of ecological protection and high-quality development in the Yellow River Basin. Based on the panel data of Chinesecities from 2004 to 2019, we discussed the TI&GDC in the Yellow River Basin by using the coupling and coordinating model and theDagum Gini coefficient. It was found that the TI&GDC in the Yellow River Basin was only 0.3363, which was at a low level. During thesample period, the growth was relatively slow and showed a characteristic trend of high volatility, which was mainly caused by low-levelgreen development. The improvement of the TI&GDC in the Yellow River Basin mainly depended on the unipolar effect of technologicalinnovation, while green development had an inhibitory effect on the improvement of the TI&GDC. The spatial spillover effect of theTI&GDC in the Yellow River Basin was weak and fluctuated violently in value. The low spatial spillover seriously affected the TI&GDCin the Yellow River Basin. Furthermore, Zhengzhou and Jinan, two major cities in the Yellow River Basin, did not play their roles asleading cities. The Yellow River Basin did not yet form an endogenous development mechanism in which technological innovation andgreen development promoted each other. This was not conducive to the TI&GDC in the Yellow River Basin. Therefore, it is consideredthat a bottom line of green and sustainable development should be established to promote coordinated governance of ecological protec-tion and high-quality development in the Yellow River Basin, and a pattern of synergy and complementarity between technological inno-vation and green development should be formed among cities in the basin.
