新冠肺炎疫情背景下慢性病“长处方”管理模式的建立与实践

摘　　要：结合国家颁布的相关政策,阐述了慢性病“长处方”的三种管理模式:社区模式、药店模式及配送模式,并运用SWOT分析法从慢性病管理改革的内部优势、劣势和外部的机遇、威胁等多角度,分析了在新冠肺炎疫情期间慢性病“长处方”管理的实施及推广的可行性,以及开展慢性病“长处方”管理模式实践的优劣势,并建议医疗机构、医生、患者在新冠疫情防控背景下转变慢性病管理模式的理念,在疫情防控期间保障患者用药安全和国家医保基金安全的前提下,进一步推广慢性病“长处方”的实施。Combined with the relevant policies promulgated by the state,the paper elaborates three basic modes of prescription refill management for chronic diseases:community model,pharmacy model,and distribution model.Then from multiple perspectives including the internal strengths and weaknesses of chronic disease management reform,as well as external opportunities and threats,the paper uses the SWOT analysis method to analyze the feasibility of establishing and popularizing the management of refilled prescriptions for chronic diseases during the COVID-19 epidemic and the advantages and disadvantages of carrying out this management mode.At the same time,medical institutions,doctors and patients are required to change the concept of chronic disease management mode in the context of COVID-19 prevention and control.On the premise of ensuring the safety of patients’medication and the safety of national medical insurance funds during this period,we should promote the implementation of prescription refills for chronic diseases.
