省导校主、内外联动:地方高校专业建设机制的构建策略与实践路向

摘　　要：专业建设是提升地方高校办学质量的关键。以地方高校专业建设机制的构建为研究对象,探讨当前制约地方高校推进高质量专业建设的主要瓶颈,即本科教育与区域经济社会发展需要不平衡、内外部质量保障体系条块分割、发展内生动力不足等现实问题,提出构建由长效机制、提升机制、动力机制三个构成部分组成的“省导校主、内外联动”专业建设机制,并以云南师范大学的有效实践为案例进行分析和验证。认为通过教育主管部门与高校之间的“省导校主、内外联动”,健全完善“专业预警、专业综合评价、专业认证、学生自主选择”四位一体的专业内涵提升促进机制,形成闭环式螺旋上升的质量保证体系,是地方高校高质量专业建设的有效路向。Specialty construction is the key to improving the quality of local higher education.Taking the construction of specialty construction mechanism in local universities and collegesas the research object,this paper discusses the main bottlenecks that restrict the promotion of high-quality specialty construction in local universities at present,that is,the imbalance between undergraduate education and regional economic and social development needs,the“compartmentalization”of internal and external quality assurance systems,and the lack of endogenous motivation for development.To solve these problems,this paper puts forward a professional construction system consisting of long-term mechanism,promotion mechanism and dynamic mechanism,namely,the mode of“Collegiate Leadership under Provincial Pilot,Internal and External Collaboration”,and takes the practice of Yunnan Normal University as a study case for analysis and verification.This study proved that a closed-loop type spiral quality assurance system is an effective path to ensure the building of high quality specialties of local universities and colleges in which local universities and provincial educational authorities work together to construct the mode of“Collegiate Leadership under Provincial Pilot,Internal and External Collaboration”,and to improve the mechanism of promoting the quality of specialties connotation by integrating the mechanism of“early warning of specialties,comprehensive specialty evaluation,professional accreditation and students’independent choice”.
