摘 要:双碳背景下新疆煤炭资源开发机会与挑战并存,煤炭及相关产品外运成本高是制约新疆发挥其资源优势及影响其在国内价值链分工体系中地位的重要因素。在综合考虑中国能源“金三角”地区和进口煤的影响下,构建煤炭产地转化和至终端市场转化情景下的产业链竞争力评价模型,系统研究新疆煤电和煤化工产业链竞争力。结果表明:疆煤铁路运输的经济半径为甘肃以西,少量优质煤可以进入西南市场;与宁夏、甘肃相比,新疆在煤电产业链和煤化工产业链均具有明显竞争优势;与陕西、内蒙古相比,新疆在煤电产业链具有一定竞争优势,仅在个别市场且煤炭价格较低的情况下,煤化工产业链才可能具有一定竞争力;与进口煤相比,新疆在煤电产业链和煤化工产业链均不具有竞争力。疆煤外送的竞争力排序由高到低依次为煤电、煤制油、煤制气和煤制烯烃,以期为新疆煤炭产业高质量发展和经济发展内生动力提供借鉴。The development of coal resources in Xinjiang faces opportunities and challenges in the context of carbon peak and carbon neutrality.High-cost transportation of coal and related products in Xinjiang has been a main factor restricting the advantages of coal resources and influencing its position in the domestic value chain division system.In this study, the industrial chain competitiveness of coal-power and coal-chemical in Xinjiang is systematically examined by constructing the industrial chain competitiveness model under two scenarios of coal origin and target market transformations, considering the impact of the energy “Golden Triangle” region and the imported coal.The results are as follows.The economic radius of Xinjiang coal railway transportation is to west of Gansu, and some high-quality coal can enter the southwest market.Compared with Ningxia and Gansu, Xinjiang has competitive advantages in the coal-power and coal-chemical industry chains.Compared with Shaanxi and Inner Mongolia, Xinjiang has certain competitive advantages in the coal power industry chain.Only in the case of individual markets and low coal prices, Xinjiang may have certain competitiveness in the coal chemical industry chain.Compared with the imported coal, Xinjiang has no competitive advantage in the coal power and coal chemical industry chains.Transportation competitiveness of Xinjiang in the development of coal-related products is ranked in descending order as follows: coal-to-power, coal-to-oil, coal-to-gas, and coal-to-olefin.The countermeasures, accordingly, are proposed to provide a reference for the high-quality development of the Xinjiang coal industry and the cultivation of endogenous power for economic development.
