高质量发展视域下的认证认可制度对出口产业发展的影响——以珠三角城市为例

摘　　要：文章构建出口产业发展的质量模型及指标体系,针对珠三角城市2012~2020年12个主要出口行业进行实证分析发现:认证认可与出口产业的结构水平、质量水平和技术创新水平均正向相关。其中,“标准采用”对行业质量影响较大,“认证实施”对行业技术创新影响较大。异质性分析表明,认证认可对资本密集型和技术密集型行业的导向作用较劳动密集型行业更为明显,对中型企业的影响作用较大型与小型企业更大。因此,为推动珠三角城市出口产业可持续发展,发挥其引领作用,应促进认证认可基础体系建设,强化认证实施的全流程监督管理,完善多元共治的质量监管。This paper constructs a quality model and index system for the development of export industries and empirically analyzes 12 major export industries in the cities in the Pearl River Delta from 2012 to 2020. It is found that certification and accreditation has a positive correlation to structure level, quality level and technological innovation level of export industries. “Standard adoption” exerts a greater effect on industry quality and “certification implementation” exerts a greater effect on industry technological innovation. The heterogeneity analysis reveals that the guiding role of certification and accreditation in capital-intensive industries and technology-intensive industries is more significant than that in labor-intensive industries, and the impact of certification and accreditation on medium-sized enterprises is greater than that on large enterprises and small enterprises. Therefore, in order to promote the sustainable development of export industries in the cities in the Pearl River Delta and give play to their leading role, we should advance the construction of certification and accreditation infrastructure, strengthen the supervision and management in the whole process of certification implementation, and improve the quality supervision of multi-governance.
