西藏年楚河流域水生态法治建设的困境研究

摘　　要：年楚河流域的水生态是日喀则境内人民赖以生存的基础,年楚河是雅鲁藏布江最大的支流。本文以目前年楚河流域水生态所显现出来的突出生态问题为出发点,从政策、法规、机构设置三个方面对年楚河流域水生态法治建设面临的困境进行初步探讨,进而为推进年楚河流域水生态法治化进程尽自己的绵薄之力。The aquatic ecology of Nianchu River Basin is the foundation for the people of Shigatse District and the largest tributary of the Yarlung Tsangpo River.Based on the prominent ecological problems in the Nianchu River Basin,this paper makes a preliminary discussion on the dilemma of legal construction of water ecology in the Nianchu River Basin from three aspects:policies,regulations and institutions,in turn,it will do its bit to promote the legalization of water ecology in the Nianchu River Basin.
