摘　　要：土地是保障粮食生产安全的重要生产要素,也是从事农业生产活动的载体。土地问题关系到农村经济的可持续发展。在新时代背景下,科学合理的土地流转制度可以促进土地资源优化配置,增强农村发展内驱力。近年来,广东省中山市积极贯彻乡村振兴战略,探索“三权”分置和土地流转的实施策略,但是由于缺乏完善的经验,当前土地流转存在人员、资金以及制度等问题,只有进一步解决这些问题,才能促进土地资源的合理利用,稳定广东省经济建设的后方阵地。Land is an important factor of production to ensure the safety of food production, and is also the carrier of agricultural production activities. The land problem is related to the sustainable development of rural economy. In the new era, a scientific and reasonable land transfer system can promote the optimal allocation of land resources and enhance the internal drive of rural development. In recent years,Zhongshan City of Guangdong Province has actively implemented the Rural Revitalization Strategy and explored the implementation strategy of “three rights” separation and land transfer. However, due to the lack of perfect experience, there are personnel,funds and systems problems in the current land transfer. Only by further solving these problems can we promote the rational use of land resources and stabilize the rear position of economic construction in Guangdong Province.
