多中心治理理论视角下乡村文化治理

摘　　要：乡村文化治理是一个复杂的系统性工程,需要多元主体积极参与其中。多中心治理理论,打开了乡村文化治理的新视角,并与乡村文化治理具有高度契合性。当前,乡村文化治理面临着基层政府“行政主导”模式突出、社会组织和农民参与性不强、专业人才短缺等现实困境。在多中心治理理论指导下,提出基层政府应搭建乡村文化治理的整体性框架;社会组织则对接政府扶持,协调乡村文化治理;农民应发挥主体性,积极参与乡村文化治理;企业竞争性参与,发展乡村文化产业。通过多方参与的多中心合作治理模式,破除乡村文化治理难题。Rural cultural governance is a complex and systematic project, which requires active participation of multiple subjects. The theory of multi-center governance has opened up a new perspective of rural cultural governance, and has a high degree of compatibility with rural cultural governance. At present, rural cultural governance is facing real dilemmas such as the prominent "administrative-led" model of grassroots government, the weak participation of social organizations and farmers, and the shortage of professional talents. Under the guidance of the multi-center governance theory, it is proposed that the grassroots government should build an overall framework for rural cultural governance;social organizations should connect with government support and coordinate rural cultural governance;farmers should play their main role and actively participate in rural cultural governance;corporate should participate in the governance competitively to develop rural cultural industries, then the problem of rural cultural governance can be solved by the multi-center cooperative governance model with multi-party participation.
