摘　　要：政府有效发挥引导力,促进高校与企业开展战略合作,加强双方之间的联系,不仅能够促进合作成本的降低,为社会发展带来经济效益,而且还能够从技术和人才等多方面为高新技术企业发展提供引导,促进企业高质量发展,取得预期成果。而对于高校来看,则能够帮助其构建实践基地,促进学科建设以及学术研究活动的开展,使之逐步走向人才高地,取得理想的育人效果。因此,要加强官产学研协同创新。对高校服务官产学研协同创新问题进行研究,构建科学的框架体系,既是对合作理论的创新,同时也是对各主体作出的深入剖析,对于各主体发展具有较大的现实性意义。The government cannot only reduce the cost of cooperation and bring economic benefits to social development,but also provide guidance for the development of high-tech enterprises from the aspects of technology and talents,promote the high-quality development of enterprises and achieve the expected results.For colleges and universities,it can help them build a practice base,promote discipline construction and the development of academic research activities,make them gradually move towards the highland of talents and achieve ideal educational results.Therefore,we should strengthen the collaborative innovation of government,industry,university and research.The research on the collaborative innovation of university service officials,industry,university and research,and the construction of a scientific framework system are not only the innovation of cooperation theory,but also the in-depth analysis of each subject,which has great practical significance for the development of each subject.
