摘　　要：在梳理2021年新《海上交通安全法》中有关船舶交通管理工作条款修订情况基础上,对现行《中华人民共和国船舶交通管理系统安全监督管理规则》的主要内容、运行情况及局限性进行了分析,并结合新《海上交通安全法》相关规定、IMO新修订的《船舶交通服务指南》及工作实际提出了修订建议,以期为船舶交通管理系统安全监督管理规则的后续修订、实施提供参考。Based on a review of the amended articles in the New Maritime Traffic Safety Law of the People’s Republic of China concerning maritime traffic management,this paper analyzes the main contents,operation and limitations of the existing Rules on the Safety Supervision and Administration of Vessel Traffic Management System of the People’s Republic of China.In view of the relevant provisions of the New Maritime Traffic Safety Law together with the newly-revised Vessel Traffic Service Guide of IMO as well as the work practice,the paper puts forward suggestions to serve as reference for future revisions and implementation of the above-mentioned rules.
