摘　　要：海事机构是经济类执法机构,除坚持依法行政,履职过程中还需要建立和运行系列公共管理原则和机制。鉴于海事机构保障经济发展的职责定位,可使用政府经济学部分理论和原则进行考量。从海事公共管理职能切入,侧重分析其政治经济职能,通过“为什么、做什么、怎么做、如何做好”等角度进行阐述,以期进一步完善海事职责立论,更好地推进海事全面履职。Maritime administration is a administrative law enforcement agency.In addition to adhering to the administration according to law,in the process of performing duties,it is also necessary to establish and operate a series of public management principles and mechanisms.In view of the maritime agency’s responsibility orientation of economic development security,some theories and principles of government economics in public management science can be adopted.This paper begins with the analysis of the functions of maritime public administration,and focuses on its political and economic functions.It expounds the functions from several angles,such as "why,what,how and how to do better",in the hope of arousing resonance,attempting to make further progress in promoting the formulation of views on maritime affairs and the full discharge of duties.
