摘　　要：建设工程中,工程项目全过程质量风险控制深刻影响公民生命财产安全、城市建设规划的实施。影响工程建设质量的关键在于风险的预防和控制。依照现行工程造价规定,在总结我国建设工程现行的主要商业保险险种现状的基础上,研究了工程质量潜在缺陷保险在我国各地区试行情况,分析了其与工程造价相互关系,得出了其对工程施工阶段和运营阶段风险预防与控制起到良好的作用。文章建议将工程质量潜在缺陷保险列入工程建设其他费用,并结合市场表现逐步制定符合当地行情的保险范围和保险期限,以市场化的方式、试点探索的手段,关注该险种试点试行细节,按照市场运作规律大力宣传符合当地实情的做法经验,逐步推广该险种在工程建设项目中的应用。In engineering construction, the whole process quality risk control of engineering projects has a profound impact on the safety of citizens lives and the implementation of urban construction planning. The key to affecting the quality of engineering construction lies in the prevention and control of risks. According to the current project cost regulations, on the basis of summarizing the current situation of the main commercial insurance types of construction projects in China, this paper studies the trial implementation of the Inherent Defects Insurance in various regions of China, analyzes the relationship between it and the project cost, and concludes that it plays a good role in risk prevention and control in the construction and operation stages of the project. This paper suggests that the Inherent Defects Insurance should be included in other costs of construction, the insurance scope and insurance period in line with local market conditions should be gradually formulated in combination with market performance. In a market-oriented manner and by means of pilot exploration, attention should be paid to the pilot details of this insurance type, and the practice and experience in line with local conditions should be vigorously publicized according to the market operation rules, so as to gradually promote the application of this insurance type in engineering construction projects.
