摘　　要：污水处理厂EPC总承包项目正处于推广和发展阶段,关于招标评标体系方向的研究甚少、评标体系不完备、评价标准不清晰、权重分配不合理等已成为其主要制约因素,正亟待完善与创新,构建一套高质量评标体系是保证项目招标投标顺利实施以及项目建设平稳推进的迫切需要。文章结合污水处理厂EPC总承包项目特点及项目需求,参考标准文件法规,借鉴具体项目招标文件,通过案例研究、专家调查以及文献查阅法,从总体设计方案、承包人实施方案、承包人投标报价以及资信业绩及其他四方面建立了评标体系,并对评标体系标准以及评标体系权重进行设置。指标体系兼具综合性、科学性、可操作性,可作为污水处理厂EPC总承包项目招标文件评标体系编制的理论依据与现实支撑。The EPC of sewage treatment plant is in the stage of promotion and development, and there are few studies on the direction of tender evaluation system. The incomplete bid evaluation system, unclear evaluation criteria and unreasonable weight distribution have become the main constraints, which are in urgent need of improvement and innovation. To construct a set of high-quality bid evaluation system is an urgent need to ensure the smooth implementation of project bidding and project construction. Combining with sewage treatment plant EPC general contracting project characteristics and project requirements, reference documents and regulations, draw lessons from the specific project bidding documents, through case study, expert survey and literature review, from the overall design scheme and implementation scheme of the contractor, the contractor bidding quotation and credit performance evaluation system is established, and the other and set the standard and weight of the bid evaluation system. The index system is comprehensive, scientific and operable, which can be used as the theoretical basis and practical support for the compilation of bidding document evaluation system of EPC general contracting project of sewage treatment plant.
