“诚信评价业”存在与否辨析

摘　　要：“诚信评价业”是否存在是一个在业内外都颇具争议的问题,尽管国家标准中早有“诚信评价”的术语和定义。诚信评价是纯粹服务于国内市场的一种技术服务。作为一种技术,诚信评价先服务于全国整顿和规范市场经济秩序领导小组办公室发起的“商会协会信用评价活动”,后服务于社会信用体系建设,包括城市信用体系和行业信用体系建设和运维。在理论依据、技术构成和市场作用等方面,诚信评价与信用评级之间的差别很大,它不该是信用评级业的组成部分,也不能被简单地划入信用管理咨询业。鉴于“诚信评价业”所处的尴尬状态,分析其理论技术渊源、市场特征、发展成熟度和面临的挑战,探讨了行业构成问题,以及行业建设的技术路径。Despite the term and definition of“trustworthiness assessment ”has long existed in national standards,the existence of“trustworthiness assessment industry”is a controversial issue both inside and outside the industry.trustworthiness assessment is a kind of technical service purely serving the domestic market.As a technology,trustworthiness assessment first serves the“Chamber of Commerce and Industry association Credit Evaluation Activities”initiated by the Office of the National Leading Group for Rectifying and Standardizing Market Economic Order,and then serves the construction of the social credit system which includes the construction and operation of the urban credit system and the industry credit system.Trustworthiness assessment should not be an integral part of the credit rating industry and cannot be simply classified into the credit management consulting industry in that trustworthiness assessment and credit rating are extremely divergent in terms of theoretical basis,technical composition and market function,etc.In view of the embarrassing state of“trustworthiness assessment industry”,this paper analyzes its theoretical and technological origin,market characteristics,development maturity and challenges,and discusses the problems of industry composition and the technical path of industry construction.
