乡村振兴背景下城乡融合研究——以江苏常州为例

摘　　要：党的十九大报告明确提出了乡村振兴战略。本文对常州城乡融合的现状调查采取构建常州城乡融合指标体系的办法,通过查找历年来《常州统计年鉴》获取相关指标数据的方法来实现。本研究的城乡融合采用经济融合、人口融合、空间融合和社会融合4个一级指标,11个二级评价指标。通过因子分析,建立评价模型发现,常州城乡融合整体水平较高,存在的最主要问题是经济融合和人口融合问题。经济融合问题在二级指标上表现为产业结构问题,实质上是农业生产力过低的问题。人口融合问题在二级指标上表现为收入问题,实质上是城乡居民收入差距过大和农村长效增收机制欠缺的问题。另外,城乡社会融合也存在问题,主要表现为城乡公共品供给难以均等化。最后针对这些问题提出对策,第一,对常州城乡融合进行统筹规划;第二,提高农业生产力;第三,加强三产融合;第四,优化土地资源配置;第五,城乡公共品供给实现“数量”“质量”双均等。The report of the 19th National Congress of the Communist Party of China clearly put forward the strategy of rural revitalization.This paper adopts the method of constructing the Changzhou urban-rural integration index system to investigate the status quo of urban-rural integration in Changzhou,and realizes it by searching the“Changzhou Statistical Yearbook”over the years to obtain relevant index data.The urban-rural integration in this study adopts 4 first-level indicators of economic integration,population integration,spatial integration and social integration,and 11 second-level evaluation indicators.Through factor analysis and establishment of an evaluation model,it is found that the overall level of urban-rural integration in Changzhou is relatively high,and the most important problems are economic integration and population integration.The problem of economic integration is manifested as a problem of industrial structure in the secondary indicators,which is essentially a problem of too low agricultural productivity.The problem of population integration is manifested as a problem of income in the secondary indicators,which is essentially a problem of the excessive income gap between urban and rural residents and the lack of a long-term income increase mechanism in rural areas.In addition,there are also problems in the social integration of urban and rural areas,mainly manifested in the difficulty of equalizing the supply of urban and rural public goods.Finally,countermeasures are put forward to address these problems.First,make overall planning for the integration of urban and rural areas in Changzhou;second,improve agricultural productivity;third,strengthen the integration of the three industries;fourth,optimize the allocation of land resources;fifth,realize the supply of urban and rural public goods“Quantity”and“quality”are double equal.
