摘　　要：推进兽医社会化服务体系建设有利于加快政府职能转变、公共服务改善,也有助于社会资源的充分整合,形成全社会共同参与的兽医工作新模式。本文以湖南省澧县为例,介绍其兽医社会化服务体系建设在减轻政府负担,实现“三方共赢”方面取得的积极成效,但同时指出也存在可持续发展能力不强、服务水平不高、官方监管存漏洞等问题,由此建议政府应引导企业积极拓展业务,督促其加强业务培训,补足监管漏洞,以更好地完善兽医社会化服务体系建设。Promoting the construction of a socialized veterinary service system is not only conducive to accelerating the transformation of government functions and the improvement of its public services,but also contributes to the full integration of social resources and the formation of a new model of veterinary work in which the whole society participates.In the paper,taking Lixian County,Hunan Province as an example,the positive results achieved by the construction of its socialized veterinary service system in reducing government's burden and realizing“win-win for three parties”were introduced.However,such shortcomings as poor sustainable development capacity,low service level and loopholes in official supervision were also found.To this end,the government was recommended to guide enterprises to actively expand their business,urge them to strengthen their business training,and fill up possible regulatory loopholes,so as to better improve the construction of socialized veterinary service system.
