摘　　要：1953年畅观楼规划小组的成立,开创了“一五”时期中共北京市委直接领导城市规划工作的特殊体制。在广泛查阅有关档案资料的基础上,结合当事人日记,剖析了畅观楼规划小组成立的内在原因。在中国共产党内成立规划工作小组的方式,最早是国家城市规划主管部门——建工部有关领导的一项建议,是特殊情况下的一种紧急措施,其付诸实施则受到1953年中央城市工作问题座谈会会议精神的重要影响。中共北京市委直接领导城市规划工作这一特殊体制长达5年左右的运行,充分表明了城市规划的综合性、政策性以及规划科学研究、规划设计和编制工作对于城市规划事业健康推进的极端重要性。The establishment of changguanlou planning group in 1953 created a special system in which the CPC Beijing Municipal Committee directly led the urban planning work during the first five year plan period.Based on extensive access to relevant archives and materials,combined with the diary of the parties,this paper analyzes the internal reasons for the establishment of changguanlou planning group.The establishment of a planning working group within the Communist Party of China was first a proposal by the relevant leaders of the Ministry of construction,the competent department of national urban planning.It is an emergency measure under special circumstances.Its implementation was greatly influenced by the spirit of the 1953 central urban work symposium.The operation of the special system of urban planning directly led by the Beijing Municipal Committee of the Communist Party of China for about five years fully shows the comprehensiveness and policy of urban planning and the extreme importance of planning scientific research,planning design and preparation for the healthy promotion of urban planning.
