摘  要:工业用地定额指标是核定工业建设项目供地规模的关键政策工具。为应对我国土地资源紧缺以及工业用地利用方式粗放等现实问题,遵循系统工程学基本原理,提出了行业类别归整—企业样本遴选—样本数据测算—定额指标研判为路径特征的工业用地定额指标制定技术框架。以山东省为例,在剖析了全省工业用地定额指标管理问题的基础上,对指标制定给出具体的路径解析,形成了覆盖国民经济行业两大门类、28大类、89中类、136小类的山东省工业用地定额标准体系。研究有效支撑了《山东省建设用地控制标准(2019年版)》的制定,经应用验证取得成效,成果可为各省市产(行)业用地定额指标制定与修订提供有益参考。The quota index of industrial land is a key policy tool for verifying the scale of industrial construction projects.In order to deal with the practical problems such as land resource scarcity and industrial land sloppy utilization in China,the paper puts forward the technical path for the formulation of industrial land quota index characterized by industry categories regularization,enterprise samples selection,sample data calculation,quota indexes research and judgment based on the fundamental principles of systems engineering.Taking Shandong Province as an example,the paper gives the specific technical path analysis for the formulation of industrial land quota index based on the management issues,the industrial land quota index system of Shandong province has been formed,which covers two categories of national economic industries,28 categories,89 middle categories and 136 small categories.It supported the formulation of Shandong Province Construction Land Control Standards(2019),which have achieved good implementation results after application verification.The study could provide useful references for the formulation and revision of industrial land quota index in other provinces and cities.
