摘　　要：城市更新行动已成为“十四五”时期城市治理的一项重要内容。首先,基于政策工具的视角构建了京津冀城市更新政策三维分析框架,从基本政策工具类型、政策发力点和目标引导三方面对京津冀六项城市更新政策样本进行量化评价;其次,基于政策文本挖掘和内容分析的方法选取9个一级变量和37个二级变量,构建京津冀城市更新政策PMC指数模型,计算样本政策的PMC指数和PMC凹陷指数并绘制PMC曲面,从多个维度分析各项政策的优劣;最后基于以上实证结果,对京津冀未来城市更新政策的出台提出政策建议。Urban renewal has become an important part of urban governance in the"14 th Five Year Plan"period.Firstly,based on the perspective of policy tools,this paper constructs a three-dimensional analysis framework of urban renewal policies in Beijing,Tianjin and Hebei,and quantitatively evaluates six urban renewal policy samples in Beijing,Tianjin and Hebei from three aspects:the type of basic policy tools,the starting point of policy and goal guidance.Secondly,based on the method of policy text mining and content analysis,9 primary variables and 37 secondary variables are selected to construct the PMC index model of Beijing Tianjin Hebei Urban Renewal Policy.We calculate the PMC index and PMC depression index of the sample policy,then draw the PMC surface and analyze the advantages and disadvantages of each policy from multiple dimensions;Finally,based on the above empirical results,this paper puts forward policy suggestions for the intro duction of urban renewal policies in Beijing,Tianjin and Hebei in the future.
