摘　　要：科技创新是黄河流域生态保护和高质量发展的根本支撑。对2016—2020年黄河流域九省(区)的科技创新现状进行了分析,研究发现,黄河流域生态保护和高质量发展的科技创新支撑机制在于:加快要素数字化进程、畅通高质量要素循环机制,提升经济结构的适应性创新水平、构建高质量协同机制,优化法治化营商环境、推行数字化渐进式治理机制。黄河流域生态保护和高质量发展的科技创新支撑机制路径与政策建议为:以绿色技术创新为抓手推动全域生态协调发展,构建黄河流域一体化大数据中心、提高数字一体化政务效率,提升法治化治理服务效能、完善营商环境治理与监管体系等。Scientific and technological innovation is the fundamental support for ecological protection and high-quality development in the Yellow River Basin.This paper analyzed the current status of scientific and technological innovation in nine provinces(autonomous regions)in the Yellow River Basin from 2016 to 2020,and finds that the supporting mechanisms of scientific and technological innovation for ecological protection and high-quality development in the Yellow River Basin are as follows:speed up the digitalization process of factors of production,smooth the high-quality factor circulation mechanism,improve the adaptability and innovation level of the economic structure,build high-quality synergy mechanism,optimize the law-based business environment,and implement the digitalization progressive governance mechanism.The Yellow River Basin ecological protection and high quality development of science and technology innovation support mechanism path and policy Suggestions for:in green technology innovation as the gripper coordinated development,promote the global ecological construction of the Yellow River Basin integrated large data center,improve the efficiency of digital integration of government affairs,increase efficiency and improve the business environment under the rule of law governance service governance and supervision system,etc.
