摘　　要：派驻公安机关执法办案管理中心检察机制的建立,开创了侦查监督新局面,搭建了检警协作新平台,打造了人权保障新支点。我国检察机关的性质决定了派驻检察室应担负侦查监督、引导侦查和人权保障三项职能。派驻检察机制运行中取得了一定的成效,但由于派驻人员没能专司派驻检察工作、知情权受制于被监督者、引导侦查力度不足等原因,各项检察职能未能充分有效发挥。对此,市、县检察机关应配精配强派驻检察人员,并保障其有充足的时间履行派驻检察职责,夯实派驻检察之基;上级检察机关应帮助破解信息共享难题,并加强业务督导;公安机关应积极配合监督,加强检警协作,形成大控方追诉格局;从长远看,还应明确法律依据,增强监督刚性,完善救济机制。The establishment of the procuratorial mechanism of the law enforcement and case handling management center assigned to the public security organs has created a new situation of investigation and supervision,built a new platform for cooperation between prosecutors and police,and created a new fulcrum for human rights protection.The nature of procuratorial organ determines that the assignment of procuratorial office should take on three functions:supervision of investigation,guidance of investigation and protection of human rights.Some achievements have been made in the operation of the accredited procuratorial mechanism,but the functions of the procuratorial system have not been fully and effectively brought into play due to the reasons such as the failure of the accredited personnel to supervise the accredited procuratorial work,the limitation of the right to know by the supervised,and the lack of investigation guidance.In this regard,the city and county procuratorial organs should be equipped with fine and strong dispatched procuratorial personnel,and ensure that they have enough time to perform the duties of accredited procuratorial personnel,and consolidate the basis of accredited procuratorial personnel;The superior procuratorial organ should help solve the problem of information sharing and strengthen business supervision;The public security organs should actively cooperate with the supervision,strengthen the cooperation between the prosecution and the police,and form the pattern of prosecution.In the long run,we should also clarify the legal basis,strengthen the rigidity of supervision and improve the relief mechanism.
