摘　　要：多元共治背景下,政府数据作为重要的社会价值判断参考和研究依据,能够为现代化、数字化的发展提供有力支撑。建立和完善科学的政府数据开放体系有利于促进数据的市场流通,提升社会治理效能。本文基于对研究热点和实践趋势的归纳演绎,提取出包括内容、政策工具、权利边界、开放流程、行政层级、价值共创在内的六维解释逻辑,总结出研究和解构政府数据开放的3种实践机制,即平台运行机制、行政分层机制、技术赋能机制。研究旨在为政府数据开放提供实践指导,为政府数据开放体系建设提供结构化调试的新思路。In the context of multiple co-governance, government data, as an important reference and research basis for social value judgment, can provide strong support for the development of modernization and digitalization. Establishing and improving a scientific open government data system is conducive to promoting the market circulation of data and improving the efficiency of social governance. Based on inductive deductive research hotspot and practice trends, to extract the including content, policy tool, right border, open process, administrative levels, value creating, six dimensions explain logic, summed up the research and deconstruction open government data of three kinds of practice mechanism, namely platform running mechanism, stratification of the administrative mechanism, the technology can assign mechanism. The purpose of this study is to provide practical guidance for government data opening and new ideas for structuring and debugging the construction of government data opening system.
