河南省全面激活消费潜力的思考

摘　　要：在当前全球疫情与世界经济形势严峻复杂的大背景下,经济社会发展面临全新的风险和挑战,推动消费回升、释放内需潜力是河南应对全球疫情冲击、世界经济衰退、国际贸易投资萎缩等风险挑战的关键举措,也是做好“六稳”“六保”的根本要求。新形势下,河南全面激活消费潜力仍面临新冠肺炎疫情影响明显、经济下行压力加大、区域竞争加剧等挑战,需通过提高居民消费能力、促进服务消费提质扩容、加快培育新型消费等举措,深度释放消费潜力。Under the general background of global pandemic together with severe and complicated world economy, the development of economic society faces totally new risks and challenges.Henan province should promote the recovery of consumption and release the potential domestic demand, which is the key action to response to the risks and challenges such as global pandemic, the world economic recession, and the shrink of international trade and investment etc.,and also the fundamental requirement to ensure “the six stabilities” and “six guarantees”.Under the new situation, to fully activate the consumption potential, Henan province still faces the challenges such as the obvious impact of COVID-19,increasing downward pressure of the economy, and the intensifying regional competition etc.,so it is necessary to release the consumption potential deeply through the following measures: improving the residents’ consumption capacity, promoting the service consumption with improved quality and capacity, and accelerating the cultivation of new-type consumption etc..
