环评公众参与在环境治理体系中的作用

摘　　要：以生态文明思想为指导,在环评公众参与中,公众应有知情权、参与权、更应有表达权和监督权,是由各方参与的环境治理体系的有效途径。回顾了公参在国外的发展及理论并和国内进行对比。分析了国内公参的不足,提出了改进途径及发展方向,完善了公参对象的选择及做好公参调查需关心的重点方面和问题。Guided by the thought of ecological civilization,in the public participation of environmental assessment,the public should have the right to know,the right to participate,the right to express and the right to supervise,which is an effective way for all parties to participate in the environmental governance system.This paper reviews the development and theory of public participation in foreign countries and compares it with that in China.The deficiencies of domestic public participation are analyzed,and the improvement ways and development directions are put forward.It has improved the selection of public participation objects and the key aspects and problems that need to be concerned about to do a good job of public participation investigation.
