基于文献计量的新中国高校体育政策变迁研究

摘　　要：探究新中国高校体育政策变迁的根源及发展规律,能为制定科学合理的高校体育政策提供参考,使高校体育效能得到充分发挥,从而加快新时代高校体育工作的发展。通过文献计量法和文本分析法,对新中国成立70余年来高校体育政策文本进行梳理,运用ROSTCM分析软件对高校体育政策变迁三个阶段的中心内容进行挖掘与分析。研究发现:政策文本的载体形式分为法律和行政法规、部门规章、规范性文件三种,以规范性文件为主,政策文本数量呈现出波浪式递进与跳跃式倍增的发展特征;计划经济阶段的高校体育政策(1949—1978年)重点围绕身体健康教育进行体育课程建设;改革开放至党的十八大的高校体育政策(1978—2012年)坚持普及与提高促进身心健康的主基调;新时代的高校体育政策(2012年至今)以校园足球为引领聚焦培养竞争与合作精神。Exploring the origin and development law of college sports policy changes in New China can provide a reference for formulating scientific and reasonable college sports policies,thus the efficiency of college sports can be brought into full play,thereby accelerating the development of college sports work in the new era.Through the bibliometric method and text analysis method,this paper sorts out the college sports policy texts since the founding of New China 70 and more years ago,and uses the ROSTCM analysis software to dig and analyze the central content of the three stages of college sports policy changes.The research found that:the carrier forms of policy texts are divided into three types:laws and administrative regulations,departmental rules,and normative documents.The normative documents are the main forms.The number of policy texts shows the development characteristics of wave-like progression and jump-like multiplication;the college sports policy in the planned economy stage(1949-1978)focused on the construction of physical education courses around physical health education;the reform and opening up to the 18th National Congress of the Communist Party of China(1978-2012)insisted on popularizing and improving the main tone of promoting physical and mental health;The new era of college sports policy(2012-present)focuses on cultivating the spirit of competition and cooperation with campus football as the guide.
