云南省旅游小镇开发管理模式及创新思路

摘　　要：21世纪以来,旅游业和城镇化进程交替蓬勃发展,云南省旅游小镇建设势在必行。旅游小镇的发展为云南省旅游业“二次发展”创造了契机且成为不断加快推进新型城镇化的有效途径。在十多年的旅游小镇开发管理过程中,云南摸索出自然景观营造、特色经济培育、传统或民族文化传承、历史遗存保护、综合开发五种开发模式和规划准备、开发建设、保护提升三种管理模式。同时,旅游小镇开发管理工作中也暴露出科学规划水平低、体制不健全、管理不规范等问题。云南旅游小镇开发管理模式的选择要在规划先导功能、土地利用机制、投融资体制机制、政府管理机制、资源环境合理开发与保护等方面进行创新。Entering 21st century,with the development of tourism and the acceleration of urbanization process,Yunnan Province has built up the boom of constructing small tourism-towns.It is an effective way to realize"the second startup"of Yunnan tourism and accelerate the new-type urbanization by vigorously constructing small tourism-towns.During the development and management of small tourism-towns in more than a decade,Yunnan has not only explored five development patterns,including natural landscape construction,characteristic economy cultivation,traditional or ethnic cultural inheritance,historical preservation protection and comprehensive development,but also found out three management patterns,including planning preparation,development and construction,protection and promotion.In view of the main problems existing in the development and management of small tourism-towns,the selection of the development management patterns of small tourism-towns in Yunnan should be innovated in the aspects of planning leading function,land use mechanism,investment and financing system,government management mechanism,and resource environment protection.
