摘　　要：随着新世纪中国经济的崛起,中国全球影响力不断增强,在国际组织中的代表水平也通过在专门机构中担任高级职务等方式不断提高。目前,联合国15个专门机构中有两个由中国人担任领导职位,即国际电信联盟(ITU)和粮食及农业组织(FAO)。此外,国际民用航空组织(ICAO)、联合国工业发展组织(UNIDO)刚刚在去年告别了中国总干事,另外还有世界卫生组织(WHO)也曾由中国人担任领导职位。如何展示中国在联合国专门机构和联合国中的实际代表情况?中国是否像一些关于这个问题的英文文献所描述的那样接管了国际组织?为什么选择中国候选人,他们获得这些职位是不是金钱的力量?如何评估这一变化的影响?学术界关于这个问题的研究情况如何?该文努力回答了这些问题。With the economical rise of the People’s Republic of China in the new century, its global influence increases, its level of representation in the international organizations also raises through taking posts of high positions in specialized agencies. For the moment, 3 out of 15 United Nations specialized agencies are headed by Chinese, namely, United Nations Industrial Development Organization(UNIDO), International Telecommunications Union(ITU), the Food and Agriculture Organization(FAO). Besides, the International Civil Aviation Organization(ICAO) has just bid farewell to a Chinese director-general in July this year. How to present the actual picture of Chinese representation in UN specialized agencies and in the UN? Is China taking over International Organizations as some articles by literature in English on this issue describe? Why the Chinese candidates were chosen, did money bring them to the posts? How to assess the impact of this change? What is the situation with the research on this issue? My presentation tries to answer these questions.
