城市体检评估的发展历程与高效运作的若干探讨——基于公共政策过程视角

摘　　要：首先,介绍公共政策过程理论以及公共政策评估,阐释其对城市体检评估工作的指导意义。其次,以历时性方法,对从“规划实施评估”到“城市体检评估”的演进历程,以及对“国土空间规划城市体检评估”与“城市体检”的分立状况,作了系统梳理和解析。进而,对住房和城乡建设部与自然资源部的城市体检评估宗旨、指标体系及运作状况作比较,探究其差异性和内在一致性。最后,就如何提高城市体检评估运作效率作了若干探讨,提出了基于共同的政策目标而建构统一的城市体检评估框架,城市政府领导、部门合作以及内外部评价相结合,构建城市体检评估的“普适+定制”指标体系等建议。This paper first introduces the theory of public policy process and policy assessment,and explains its significance in city examination assessment.Then,with a diachronic method,the paper systematically reviews and analyzes the evolution process from “planning implementation assessment” to “city examination assessment” and the separation of the “city examination assessment” organized by the Ministry of Natural Resource from the “city examination” organized by the Ministry of Housing and Urban-Rural Development.In addition,the paper compares the objectives,indicator systems,and operation status of the two Ministries’ tasks,and explores the differences and internal consistencies between them.In the end,the paper discusses how to improve the effectiveness of the city examination assessment,and puts forward some suggestions on developing a unified city examination assessment framework based on common policy goals and establishing an indicator system for city examination assessment that contains not only general indicators but also customized ones based on the guidance of city government,cooperation between different departments,and combination of internal and external assessments.
