摘 要:可竞争售电市场的构建是实现“双碳”目标及可再生能源电力持续发展的关键。文章基于可竞争市场理论,提出可再生能源可竞争售电市场电价规制模式,并利用云南省电力市场化的典型样本进行实证检验。结果表明:电网背景售电公司先天具有的网络垄断资源所附带的调度权及接入权、交易电量与电力用户优势,导致电网背景售电公司拥有强大的市场势力,对第三方售电公司具有挤出效应;电网背景售电公司与可再生能源电力厂商议价时,具有较强的议价能力,阻碍可竞争售电市场的建立。大力培育壮大第三方售电公司、分离电网调度权是规制电网背景售电公司市场势力、构建可竞争售电市场简便易行的方式。The construction of competitive electricity selling market is the key to achieve the goal of"dual carbon"and sustainable development of renewable energy.Based on the theory of contestable market,the patten of electricity price regulation in the contestable electricity selling market of renewable energy is proposed.Empirical tests are carried out with typical samples of electricity marketization in Yunnan Province.The results show that:grid background electricity selling company has the inherent scheduling right and access right attached to the network monopoly resources,the transaction of electricity and power user advantages,so that the grid background electricity selling company has a strong market power,has a crowding effect on the third party electricity selling company;in the context of power grid,electricity selling companies have strong bargaining power with renewable energy power manufacturers,which hinders the establishment of competitive electricity selling market.It is a simple and easy way to cultivate and strengthen the third-party electricity selling companies and separate the power grid dispatching right to regulate the market power of the power grid background electricity selling companies and construct a competitive electricity market.
