摘 要:针对巴基斯坦M-4高速公路Shorkot-Khanewal段的建设对当地生态环境与社会经济影响未知的情况,基于遥感技术监测分析了该路段的植被覆盖度变化、生态占用和生态恢复情况,并评估了其对当地社会经济的影响。结果表明:该路段10 km缓冲区内植被覆盖状况较好,2014年劣盖度植被占比0.34%,2018年占比5.31%;该路段建设对生态环境影响极小,未造成破坏性扰动,其中林地的永久性生态损失占比不足0.2%;该路段建设对经济发展具有显著促进作用,夜间灯光明显变亮;该路段1 km缓冲区内新增建筑面积171812 m^(2),2 km缓冲区内新增居民人口9486人,将助力巴基斯坦实现SDG9.1.1。该文可为评估“一带一路”基础设施互联互通工程对生态环境与社会经济的影响提供方法借鉴。In view of the unknown impact of the construction of Shorkot-Khanewal section of M-4 expressway in Pakistan on the local ecological environment and socio-economy,this paper monitors and analyzes the change of vegetation coverage,ecological occupation and ecological restoration of this section based on remote sensing technology,and evaluates the impact on the local socio-economy.The results show that:(1)The vegetation coverage in the 10 km buffer zone of this section is good,and the proportion of inferior coverage vegetation is 0.34%in 2014 and 5.31%in 2018.(2)The construction of this section has minimal impact on the ecological environment without causing destructive disturbance.The permanent ecological loss of forest land accounts for less than 0.2%.(3)The construction of this section has a significant promoting effect on economic development,and the night light value increases significantly.(4)The new building area in the 1 km buffer zone of this section is 171812 m^(2),and the new resident population in the 2 km buffer zone is 9486,which will help Pakistan achieve SDG9.1.1.This paper can provide a reference for assessing the impact of“the Belt and Road”infrastructure connectivity project on the ecological environment and social economy.
