高质量发展视角下数字经济对地区差距的影响程度

摘　　要：发展数字经济,推动高质量发展,是中国未来社会经济发展的重要战略选择。探寻中国高质量发展的省际差异与动态演变规律,研究数字经济对高质量发展及地区差距的影响原理与影响方向,对实现数字经济背景下区域高质量均衡发展至关重要。为此,根据高质量发展指数排名,选取“领先组”省份与“落后组”省份进行比较,运用SDM模型分析了数字经济对高质量发展省际差距的影响,并结合Oaxaca分解模型测算了其影响程度。结果表明:高质量发展的省际差距客观存在,且有不断扩大趋势,其中数字经济对其产生了重大影响。根据Oaxaca分解结果,“领先组”省份与“落后组”省份高质量发展差距中的62.77%可由数字经济来解释,其中由数字基础条件、数字产业经济和产业数字化差异导致的为43.09%,由三者回归系数差异即对高质量发展边际效应差异导致的为5.32%,由三者空间溢出效应导致的为14.36%。可见数字经济发展并不能自发实现区域均衡发展,反而扩大了高质量发展的地区差距。因而需要政府适时调整区域均衡发展战略,通过落实“东数西算”工程加大数据中心和数字城市在中西部的布局、加强数据平台与数字设施联动实现数字技术与数字人才共享、帮助欠发达地区转变经济发展方式推动产业数字化进程等途径,避免高质量发展的地区差距进一步扩大。It is an important strategic choice to promote high-quality development by developing digital economy in the future.It is also necessary for achieving the regional balance of high-quality development to explore the Inter-provincial differences and its tendency,and to study the impact of digital economy on high-quality development.According the rank of high-quality development index,selecting and caparisoning“leading”provinces and“backward”provinces,and using SDM and Oaxaca model,the impacts on the differences among provinces by the digital economy are analyzed and impact degrees are calculated.The results show that there is an obvious and widening gap among provinces for high-quality development,much of which is due to digital economy.In general,the eastern provinces are higher than the middle provinces,and the middle provinces are higher than the western provinces.Empirical results show that there is 62.77 percent of the gap can explained by digital economy,among which 43.09 percent caused by digital differences that include three variables such as digital basic conditions,digital industry economy and industrial digitization.5.32 percent is due to the regression coefficients difference of the three variables,or the difference of their marginal effect on high-quality development,and14.36 percent is because of their spatial spillover effect.Therefore,the gap among provinces is widened instead of disappearing spontaneously with the development of digital economy.To avoid widening regional gap under the background of the high-quality development,the following suggestions are provided,such as,paying more attention to the new phenomenon and the strategy for balanced regional development,strengthening the layout of the data center and digital city in the middle and west provinces through the project of the“east data calculated by west”,intensing the linkage of networking platforms and digital facilities to share digital technology and digital talent,and helping the transformation in the mode of economical d
