摘　　要：在国际社会严打高压之下,恐怖组织改变策略,化整为零,向全球扩散。我国境内恐怖活动进入更加严峻复杂的新阶段,治理难度加大。为有效应对恐怖主义发展演变的新形势,我国以总体国家安全观为指导,形成系统的反恐刑事政策,包括:坚持依法严厉打击恐怖主义;打防结合,整体防控;专群结合、群防群治;标本兼治、综合治理;交流合作,凝聚合力。当前,在疫情防控的特殊背景下,全球反恐怖工作形势更加复杂,对此仍需保持高度警惕。今后,反恐刑事政策的发展应当进一步树立反恐怖工作的大局意识、责任意识,统筹国内治理和全球治理两个大局,重视网上网下两条战线。Under the severe crackdown and pressure of the international community,terrorist organizations changed their tactics,broke up into pieces and spread around the world.China’s counter-terrorism situation has become more serious and complex,and it has become more difficult to manage.Guided by the overall national security concept,China has formed a systematic anti-terrorism criminal policy.It includes combating terrorism in accordance with the law,combining attack and prevention,preventing and treating terrorism by the masses,addressing both the symptoms and root causes,and conducting exchanges and cooperation.At present,under the special background of epidemic prevention and control,the situation of global anti-terrorism work is more complex,which requires high vigilance.In the future,the development of anti-terrorism criminal policy should first set up the overall situation consciousness and responsibility consciousness of anti-terrorism work.Second,we need to balance domestic and global governance.Finally,pay attention to both online and offline fronts.
