摘　　要：面对人口众多、幅员辽阔、民族多元、公共事务纷繁复杂的超大型社会现实,新中国通过采用和拓展民主吸纳民意、整合社会与强化国家凝聚力以抵御各种各样的风险和压力,有效提高了国家韧性,为经济社会健康发展提供了政治制度保障。全过程人民民主作为一种政治理念、制度规范和政治行为的根本遵循,成为当代中国有效治理复杂多元社会、科学制定政策以及迅速防范风险与危机的重要机制。面向治理现代化的发展需要,必须以全方位民主体系、全链条民主机制、全覆盖民主实践和全过程民主共识,为超大型国家韧性的持续巩固提供组织基础、制度保障、可操作技术和价值认同。In the face of the super-large society’s reality of large population,vast territory,multi-ethnic groups and complex public affairs,the PRC has effectively improved the national resilience and provided a political system guarantee for the healthy development of the economy and society by adopting and expanding democracy to absorb public opinions,and integrating society and strengthening national cohesion to resist various risks and pressures.The whole-process of people’s democracy,as a political concept,institutional norms and fundamental compliance of political behavior,has be-come an important mechanism for effective governance of complex and pluralistic society,scientific policy formulation and rapid prevention of risks and crises in contemporary China.To meet the development needs of governance modernization,it is necessary to provide the organizational foundation,institutional guarantee,operational technology and value recognition for the continuous consolidation of national resilience of super-large countries with all-dimensional democratic system,all chain democratic mechanism,all-covering democratic practice and all-process democratic consensus.
