摘　　要：“一带一路”倡议是当代中国最为宏大的文化政策规划与构想。它是在全球化进程遭遇重大挫折、中国经济发展面临一系列重大挑战的背景下提出来的,同时兼具统筹国内国际、发展与安全两个大局的特征。任何重大的经济战略目标的实现,都需要与之相适应和配套的文化政策规划与构想。没有与之相适应的软力量,经济战略目标的完全实现是不可能的。“一带一路”倡议正是在这个意义上具有特别重大的文化政策与战略意义,其本身也是一个包括丰富的文化政策内容的大政策系统。作为一种重大而独具创新性的文化政策形态,“一带一路”倡议的提出是中国当代文化政策发展史上的一次重大的政策议程设置,开启了中国当代文化政策发展史上的一个新时代。The Belt and Road Initiative is the most ambitious cultural policy planning and conception in contemporary China.It was put forward at a time when globalization has suffered major setbacks and China’s economic development is facing a series of major challenges.At the same time,it has the characteristics of balancing domestic and international inter-ests,development and security.The realization of any major economic strategic goal requires the corresponding cultural policy planning and conception.Without the corresponding soft power,the complete realization of economic strategic goals is impossible.It is in this sense that the Belt and Road Initiative is of great cultural policy and strategic significance.It is also a large policy system with rich cultural policy contents.As a significant and innovative form of cultural policy,the pro-posal of the Belt and Road Initiative is a major policy agenda setting in the history of China’s contemporary cultural policy,opening a new era in the history of China’s contemporary cultural policy.
