摘 要:为控制转基因技术研发和成果转化链条上的风险,世界主要国家均制定了较为严格的转基因安全管理法律或规定。笔者通过考察世界主要国家农业转基因生物安全管理机制,分析现阶段中国农业转基因生物安全管理机制的优缺点,发现其发展过程中存在着标准体系管理缺乏协调统一、检验检疫水平有待提高、法律法规体系有待完善等问题,据此提出增强标准体系管理的协调性、提高转基因产品检验检疫水平、加大转基因科普宣传力度、完善转基因食品安全法律法规建设等对策建议。In order to control the risks in the chain of genetically modified technology research and development and achievement transformation,major countries in the world have formulated relatively strict genetically modified safety management laws or regulations.This article analyzes the advantages and disadvantages of the safety management mechanism of agricultural genetically modified organisms in China at this stage by investigating the corresponding mechanisms of major countries in the world,and finds that there is a lack of coordination and unification of the standard system management in the development process,and the inspection and quarantine level needs to be improved,so do the legal and regulatory systems.Based on this,countermeasures and suggestions are put forward,such as strengthening the coordination of standard system management,enhancing the inspection and quarantine level of genetically modified products,increasing the publicity of genetically modified products and improving the construction of laws and regulations on the safety of genetically modified food.
